The developer, NivaRoid, publishes Top Follow only as an Android APK. Its website offers no iOS, IPA or App Store link. Any "Top Follow for iPhone" download comes from someone else.
Why an APK can't run on an iPhone
An APK is an Android installation package. iPhones and iPads run iOS, which only installs IPA packages, and normally only from Apple's App Store or approved alternative marketplaces. The two formats aren't interchangeable. Renaming, converting or "patching" an APK doesn't turn it into a working iOS app.
What "Top Follow IPA" sites actually give you
Search results for Top Follow iOS are full of pages promising an IPA "v1.0.1" for "iPhone 5S to 15 Pro Max". Here's what's usually behind them:

The account receiving followers never needs to sign in to Top Follow. You can keep your main Instagram on your iPhone and run tasks from an emulator with a separate account.
